OSCQ Strategy & Transformation is seeking a Project Manager to lead multiple Naval Power Operations Capital projects totaling $60M+. The candidate is responsible for planning, coordinating, and executing projects to ensure they are completed on time, within scope and within budget. The candidate will serve as the central point of alignment across stakeholders, guiding cross-functional teams, managing risks, and ensuring project objectives support broader organizational goals.
The candidate will foster a culture of accountability and execution excellence, and role model RTX values and leadership behaviors. The candidate will set strategy, vision and tactical direction and meet functional commitments including company expectations. The candidate is responsible for downward communication of top-level project goals, objectives and decisions, and upward communication of project performance to senior management.
This role ensures projects are executed efficiently while maintaining visibility, governance, and alignment with strategic priorities.
What You Will Do:
- Direct all phases of project management including procurement, initiation, planning, execution, monitoring, controlling and closeout phases of the project. Key focus areas include scope, budget, schedule, quality and risk management.
- Ensure on-time execution of project through empowerment, communication, setting expectations, collaboration with Integrated Project Team (IPT) leads and set-up of Work Breakdown Structure (WBS).
- Provide leadership to cross-functional IPTs consisting of Operations, Engineering, Procurement, Finance, Project Delivery, Facilities, Security, and Program Leadership, ensuring successful execution of all commitments.
- Coordinate meetings, reporting cadence and demonstrates leadership ensuring stakeholders engagement to complete their assigned tasks.
- Establish and maintain key project metrics, defines milestones, critical path and monitors adherence to project budget and schedule.
- Cost Account Manager (CAM) for Project Management IPT and other IPTs, as needed.
- Monitor and control budget, Estimate at Complete (EAC) development, analysis, presentation and compliance to Capital financial reporting requirements.
- Lead Risk & Opportunity Management Board and develops mitigation plans.
- Lead root cause analyses into cost/schedule performance anomalies.
- Lead the collaboration necessary across functional groups, Raytheon Business Units and subcontractors to ensure project success. Ensures that functional resources, tools, and processes are utilized in a consistent way.
- Establish and maintains strong and purposeful relationship with customer, subcontractors and cross-functional teams.
Qualifications You Must Have:
- Typically requires a university degree or equivalent experience and minimum 8 years prior relevant experience, or an advanced degree in a related field and minimum 5 years’ experience
- Minimum of 8 years of leadership experience in government, defense, aerospace or related industry
- Experience working in classified spaces or understanding of security guidelines.
- Experience with business and project management tools and procedures, and with Control Account or Budget Management.
- Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract.
Qualifications We Prefer:
- Experience presenting project status, risks, and mitigation plans across all major stakeholders including Raytheon senior leadership team, customers, and major subcontractors.
- Experience in developing strategic solutions and managing and overseeing project management tools such as R/O Management, and Cost and Schedule Management.
- Demonstrated understanding of the Annual Operating Plan and Estimate at Complete (EAC) processes or related process experience.
- Experience Least Waste Way, leading engineering focused IPTs, and with facilities related projects
- Knowledge of Capital Process and familiarity with Supply Chain Management processes

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
