Supervisory Air Traffic Control Specialist (General Manager)
Job Description:
The incumbent of this position will provide support to the Director regarding day-to-day operations, providing expert advice, technical support, and coordination for technical operations involving the National Airspace System (NAS) and NexGen efforts. The incumbent will also assist the Director in achieving and maximizing operational Air Traffic goals, providing technical support, aid in strategic planning, facility planning and integrated consensus building across ATO Service Units. Duties

Incumbent is responsible for inter-agency coordination to ensure successful integration and modernization of the NAS to successfully accomplish the vision of Air Traffic Services (AJT).The incumbent manages and directs the highly technical multi-layered workforce found in numerous Federal Aviation Administration (FAA) air traffic facilities of varying size and complexity in a specific area. He/she has line authority for overseeing and directing air traffic operations within his/her assigned area, and serves as first level supervisor for Assistant General Manager(s) and Air Traffic Managers. The incumbent makes selections for all Air Traffic Manager positions in his/her assigned area and exercises operational authority over Federal Contract Towers located in their respective area. The incumbent also serves as the second level supervisor for the area office immediate staff and facility Operations Managers. This is a manager position responsible for planning and directing multiple activities and programs in a complex matrix organization within an assigned area. He/she provides a single point of contact between the field facilities in his/her Area, the Deputy Director of System Operations, the Director of Operations, Regional Offices, Service Area Offices, Vice President for Terminal Services and the customer community. He/she provides a seamless source of information through 24-hour availability regardless of the issue or magnitude of concern and provides a consistent response to the aviation community on significant operational issues that arise in his/her assigned Area. The incumbent facilitates the integration of air traffic services in his/her assigned area and advocates the tactical use of concepts and technologies to advance the strategic goals of the Air Traffic Organization (ATO) and the FAA. He/she is responsible for coordinating the operational functions found within these facilities and across the service area. He/she is also responsible for coordinating policies with the Deputy Directors of System Operations, Regional and Service Area Managers as well as other senior officials. Directly responsible for the En-route and Terminal Air Traffic Managers and for all area control operational activities. As a recognized expert in air traffic control operations, procedures and traffic flow management, he/she ensures that facility operations maximize efficiency and service. He/she maintains situational awareness of the national airspace to ensure that average daily airport capacity, airport efficiency rates and adjusted operational availability in his/her Area meet the performance metrics and goals established in the FAA Flight Plan. In conjunction with other General Managers and Deputy Directors of System Operations, develops standards, systems procedures and techniques to improve air traffic services within the Area. He/she identifies information needs, ad hoc and recurring reporting requirements to include reporting frequency to the Director of Operations. The incumbent works on complex projects and programs based on the objectives of the organization’s vision and objectives, setting priorities, coaching, and developing staff and organizational capabilities. He/she solicits feedback among management team members on shared responsibilities for safety, efficiency and a systems approach in the performance of the NAS. The incumbent provides vision and leadership to Air Traffic Managers in his/her assigned Areas. Sets and adjusts long and short-term goals and priorities in support of FAA Flight Plan initiatives. He/she ensures that all facility operations in his/her area are directed toward continually improving levels of service to customers Continually reviews operational projects and programs to make sure that they are aligned with long term and short term ATO and FAA goals, objectives and plans. Establishes and refines objectives to support those goals and plans.

  • Designated or Random Drug Testing required.
Qualifications

To qualify for this position, candidates must show specialized experience. Specialized experience is defined as:

1) Must have held an FAA 2152 FV-K/FG-14 or above regional or headquarters positions for at least 1 year (52 weeks)

OR

2) Must have been facility rated or area certified for at least 1 year (52 weeks) at an ATS facility; (Note: an employee who has been facility rated or area certified for at least 1 year (52 weeks) in an ATS facility that is upgraded is considered to meet the qualification requirements of the upgraded position, since he or she has been performing the higher-graded work);

OR

3) Must have held a MSS position for at least 1 year (52 weeks) in an ATS facility.

In addition, to be eligible, applicant must have held a MSS-3 or above position for a minimum of 1 year (52 weeks).
